COMMUNITY BROADCASTERS MUST STAND UP AND BE COUNTED Posted: Tue 5th Feb 2008 - 01:44:14 PM
Community broadcasting in Australia is at the cross roads and strong leadership is required to ensure that community broadcasters are able to meet the demands of their communities in the 21st century Mr. Graeme Macartney President of the Southern Community Media Association said today.

"The role of community broadcasting has expanded since its inception and in some cases Community Radio is the only local electronic media in the community. Community Radio is a "Volunteer Driven Sector" that has been the heart and soul of community's right across our nation. Community Radio is diversity with ethnic programs, indigenous programs, special interest program, local news and information and the entire spectrum of musical genres. Our sector is catering to the Cultural and Linguistically Diverse Communities, and Emerging Communities an important part to play in our ever growing and evolving national melting pot. Give consideration to the role that community radio plays in the integration process of newly arrived people trying to understand and adapt to life in a new country especially with the Federal Governments Citizen Test. The essence of our sector is that community radio is by the community for the community and the ACMA is currently imposing an unrealistically high expectation on a sector that is not only volunteer driven but community committed.

This is particularly evident in times of natural disasters such as bushfires and floods. Government policy needs to be changed to encourage deregulating the industry to ensure that Community Broadcasters are able to respond to their local communities needs.

The guidelines currently being circulated by the Australian Communications and Media Authority will take the community broadcasting sector back 20 years Mr. Macartney said.

For far too long the sector has been represented by toothless organisations unwilling to make the hard decisions and stand up and be counted, if community radio is to survive as a strength within the broadcasting sector we need strong representation to government bodies and serious policy to ensure not only the sectors survival but it's continued growth.

The continually growing number of community licenses that have not or will not be renewed by the ACMA is of grave concern to the Community Broadcasting Sector and it would appear that the Authority have a agenda to reduce the sector and the role it plays within the community.

Mr. Macartney said that the Southern Community Media Association was committed to ensuring that community broadcasters we given the opportunity to provide a significant service to their communities. He called upon all Politicians and other sector bodies to work together to ensure the future of the Community Broadcasting Sector.

Over the last few years we have had many resources researching the sector both through the Community Broadcasting foundation and the House of Representatives inquiry into Community broadcasting. There is an urgent need to have the Australian Government adopt the recommendations of the report and we as an association call upon the Minister to not only adopt the findings of the House of representatives report but to expedite the implementation of those findings.

The time for Action has come; there is no time to continue talking about what should be done. More than ever it is evident that many communities are in danger of losing their local community radio station unless there is a change in current approach to the renewal process by those in positions of authority within the regulator body of Community Broadcasting. The damage that is being done will be extremely hard to repair with stations closing their doors and disposing of equipment there must be immediate action.

INMATES TEED UP WITH HOPE Posted: Thu 29th Nov 2007 - 11:15:43 AM
STEREO 974 general manager Rod Boyd has been rewarded for "doin' time" with young prisoners to help them reintegrate with society.

The Deer Park resident co-founded the small business program called Serving Time at Port Phillip Prison's Penhyn Youth Unit, which screenprints T-shirts under the Doin' Time brand.

All profits made from the T-shirts go to the charities Kids Under Cover, Whitelion and the Good Friday Appeal.

Corrections Victoria awarded Mr Boyd a Community Work Partnership Supervisor Award on November 7 for his work with the program, which was given the Most Outstanding Location-based Project award.

The 57-year-old former policeman said the program started in 2005 after he and the Truganina prison's youth officer, Annie Hooker, thought of the idea.

"My idea is that the hope lies with the youth," Mr Boyd said.

"Although they've hit a hurdle, one day they're going through the front door of that prison and hopefully it's not a revolving door."

Mr Boyd said all of the 35 youths are assigned duties, which gave them life skills.

"The beautiful part about it is they support one another and we create that environment where everybody is putting in and helping everybody out," he said.

"The place is abuzz when we are printing the T-shirts.

"That's what makes it a pleasure to walk in there."

Mr Boyd said the program had sold "a good couple of thousand" of the T-shirts and raised $36,000 for charity.

He said that listeners of the western suburbs community radio station he ran had supported the program.

"We run a community announcement on air and one of our listeners heard about it and went out and sold $1300 worth of T-shirts," he said.

"It blew me away, it really did." Mr Boyd said this year a $13,000 step-down monitor was bought for the Royal Children's Hospital from money raised from the program.

"They couldn't bring it in, but God did they bring in some magic photos of it monitoring a prem baby," he said.

"That brought a tear to my eye because it was actually being utilised and it was helping that prem baby, so we are making a difference."

Corrections Commissioner Kelvin Anderson said Mr Boyd had been a terrific mentor to the young prisoners and helped them develop the skills they needed to embark on a crime-free life at the end of their sentences.

"Rod's achievements in working with young prisoners have been outstanding," he said.

"He has broken down barriers and stereotypes often held by young prisoners about police officers and authority figures." For more information visit the website http://www.servingtime.org/

EX POLICE OFFICER HELPS YOUNG PRISONERS BREAK OUT OF OFFENDING CYCLE Posted: Fri 9th Nov 2007 - 02:56:08 PM

EX POLICE OFFICER HELPS YOUNG PRISONERS BREAK OUT OF OFFENDING CYCLE

A former Victoria Police officer has been recognised for his voluntary work which has helped young prisoners reintegrate into society.

Corrections Commissioner, Kelvin Anderson, said Rod Boyd had won the Supervisor Award at the Community Work Partnership Awards 2007 for his volunteer work with prisoners from Port Phillip Prison’s Youth Unit.

Mr Anderson said Rod had been a terrific mentor to the young prisoners and helped them develop the skills they needed to embark on a crime-free life at the end of their sentences.

"Rod’s achievements in working with young prisoners have been outstanding. He has broken down barriers and stereotypes often held by young prisoners about police officers and other authority figures.

"As well as being heavily involved in the unit’s Small Business Program, Rod often attends court and is a familiar face on the prisoners’ release," he said.

Mr Anderson said under Rod’s guidance the Small Business Program had raised more than $36,000, all of which was donated to the community.

The Community Work Partnership Awards were established in 1999 to recognise and celebrate the outstanding partnerships forged between Corrections Victoria and the community.

The awards were open to all Community Correctional Service (CCS) offices - which supervised and managed offenders on parole or court imposed orders - and prisons.

They were judged by a 15-strong panel which included magistrates, academics and representatives from victims of crime groups and not for profit organisations.

In 2006-2007 prisoners and offenders performed more than 710,000 hours of unpaid work, valued at approximately $15.6 million.

"This year we received more than 80 entries from CCS offices and prisons from across the state," Mr Anderson said.

Roland Wade was named runner up in the Supervisor category for his voluntary work with Ballarat CCS.

Mr Anderson encouraged anyone interested in volunteering with Corrections Victoria to contact their local prison or CCS offices. Contact details can be found at www.justice.vic.gov.au

WANGARATTA PRODUCTION WORKSHOP Posted: Thu 6th Sep 2007 - 04:05:04 PM
On Saturday 1 September 2007 our Bob Taylor conducted a Production workshop at Wangaratta, where over 40 Volunteers involved in Community Radio Stations from Victoria and New South Wales attended. The session was organised by the Southern Community Media Association.

Bob managed to get Rod Boyd involved in the workshop and it was a dynamic and informative training session.

Bob talked on most aspects of production from copywriting through to the dynamics of production and held all in attendance mesmerized with the wealth of experience and knowledge that he has.

Ray Hazen (C.E.O. Southern Community Media Association) said, "One of the things that I feel was stand out for this workshop was the little asides and anecdotal examples that came from Bob's obvious deep knowledge and experience. They made the examples he gave come to life and easily absorbed by all those present. Every one in attendance was impressed with the workshop and presenters of the workshop and it is clear that the members of Community Radio Stations, appreciate the opportunities to learn and gain knowledge that the association puts together by way of workshops. Several stations asked that the workshops be repeated in opposite states in the near future and the SCMA is looking into that possibility".
